Law firm to investigate South Eastern district’s operations

The South Eastern School Board on Thursday hired a Philadelphia law firm to investigate whether the district is operating legally.
In an unanimous vote, the board adopted a resolution to retain the Levin Legal Group to conduct an assessment focusing on the superintendent’s office and administrative staff’s adherence to their responsibilities pursuant to district policy and their job descriptions.

The resolution directs all administrators to cooperate with the law firm by participating in interviews, promptly providing documents as requested and answering questions, either verbally or in writing. Administrators are to consider the investigation a priority, the resolution states.

The board set aside $20,000 to pay for the investigation, expected to last no more than two months, board president Ralph Marston said. Attorney Michael Levin and his partners are considered experts in school law, he added.

Marston declined to say what prompted the board to take such action. He said all nine board members are relatively new to board service, with at most two years’ experience, and none are experts in school law.

“We just want to be sure that everyone is following district policy and we’re running things legally,” he said.

The board is giving the Levin Legal Group the authority to pursue the investigation as it sees fit, Marston said.

“Mr. Levin has free range to investigate. Wherever his investigation takes him, he’s free to go,” Marston said.

Black Mold at SEMS West

Word on the street is that an employee resigned from the West building due to black mold problems. The employee, with no negative motivations, told the district why they resigned and provided test results. The district instructed this employee (who gave a 2 week notice, but was told to leave the day the resignation was turned in) not to discuss this information with anyone and then requested names of people that this employee may have spoken too about this issue. Those employees were then called in and “talked to” as well.

THEN we wonder why there is such a negative black cloud (pardon the pun) hanging over SESD.

Please join New Park’s Albert family for a free screening of this nationally released movie dealing with the illness that both of their children have developed after toxic overexposures.

The Alberts are actually featured along with others in the movie, relating their stories to help others avoid and understand this devastating illness.

Date: Saturday, January 30

Time: 2:30 p.m.

Place: Fawn Area Rec. Building

This is a 101 minute documentary filled with information that every parent, teacher, and caring human being should watch. Rated PG for thematic material, brief mild language and incidental smoking. “Black Mold Exposure Movie: It Can Happen To You” is not suited for children under 12.

The Alberts had to choose a location where Kerri and Colin do not have health concerns, therefore the screening will take place at the Fawn Area Rec Building located at 100 N. Market Street, Fawn Grove, PA 17321 (Fawn Grove Fairgrounds).

Please feel free to drop the Alberts a note to let them you are coming, so they can plan accordingly for space (MoldMovie at yahoo dot com). You are encouraged to bring your own comfortable lawn chairs for seating.

There will be copies of the DVD available for purchase following the screening, so you can share the story with everyone you care about.

Stewartstown could soon get a second Rutter’s Farm Store
The borough council agreed to a request for a zoning change.

A second Rutter’s Farm Store could soon be built in Stewartstown.

The borough council, during its January meeting, agreed to a request made by Tim Rutter of CHR Corporation to change the zoning of the southeast corner of West Pennsylvania Avenue and Hill Street from industrial to commercial village.

The site is currently a stoned parking lot.

Rutter’s company holds a sales contract on the site, which is owned by SEL Properties, Rutter said.

He intends to build a 24-hour convenience store that offers prepared food, a dining area, restrooms, diesel fuel and a car wash, he said.

The existing farm store on Stewartstown’s North Main Street would remain open, he added.

Council members and residents expressed concern for pedestrian and vehicular traffic created by the proposed store, saying the intersection is already a busy and dangerous one.

“My fear is someone is going to get killed there,” resident Linda Miller said.

Rutter said he favors traffic lights, but the state Department of Transportation has said one is not warranted there.

He urged Miller and the council to contact their state representatives for help in getting a signal approved.

I want to thank Charlie from Fawn Computers. I bought a lap top from Charlie. There was a problem with the computer and Charlie figured out the problem. It would have been a costly repair. Pennsylvania Pension Crisis

In case you are not aware of what’s going to happen to our taxes in 2012, there are thousands of articles related to this issue. Here’s just one of them:

All State employee pensions are affected, and we’ll most likely see income tax increases. But school porperty taxes will be hit hard. The Pennsylvania Public School Employees’ Retirement System
(PSERS) website posts the employer (that’s us) tentative contribution for school districts:

In conjunction with its actuaries, the Public School Employees’ Retirement System (PSERS) has developed tentative projections for the employer contribution rate for the next five years to assist with your budget planning. These tentative projections are based on the actual investment returns that were recently reported for the 2008/2009 fiscal year and potential actuarial experience losses for the 2008/2009 fiscal year.

Official employer contribution rate projections will not be available until the actuarial valuation is completed in December 2009.

The official employer contribution rate for FY 2010/2011 and future rate projections will be available after the PSERS’ Board of Trustees meeting on December 11, 2009 in Harrisburg. Until this time, these figures should be considered to be tentative:

2010-2011 8.40%
2011-2012 10.70%
2012-2013 29.55%
2013-2014 32.45%
2014-2015 33.95%
