South Eastern School District - Proposed Stadium

In this forum I keep reading that the South Eastern School District is not getting its fair share of state and federal money.  Can anyone describe how this process works?  Thanks.

None of the schools are getting their fair share. The Feds do not give much at all… I think this years amount was a little over $200K. It is only a little blip on the budget.

The state is supposed to fund 50% of the education costs and we only got 39%. The money has simply gone elsewhere. The way the formula works, all schools get the same basically. The problem is that schools that are experiencing decline or stable enrollment (like inner city schools in Philly), get the same as those expanding. This puts us at a disadvantage. South Eastern, Southern, South West, Red Lion and Dallastown are growing at a fast rate. None of these schools have the large commercial support that Central or Suburban have therefore any deficiciency in grants results in the residential taxpayer picking up the tab.

Harrisburg has just plain dropped the ball. So has the federal government… Bush mandated No Child Left Behind. No money, just a mandate to follow it or lose what little you get. The results have been higher costs and a dumbed down education.

Changing the system is a difficult fight because the areas that are in decline include Philly, Pittsburgh, Scranton and Allentown. These are all high population areas with many senior members in the State House and Senate. Why would they want to essentially reduce funding for their schools? That won’t get them reelected to their posh jobs. Then add to that Rendell gives to Philly at every turn. The deck is stacked against us.

The south central area of PA is the fastest growing area of the state. Specifically, south of York, but the whole county is growing. This is because of the close proximity to Baltimore/Washington. If anyone around here things houses cost too much, try buying the same thing in the DC metro area where a townshouse can set you back $500,000 or rent for a one bedroom high rise can run over $1800 a month. What has happened there is that people have moved beyond the suburbs… they moved here, Frederickburg VA, north western VA, Frederick/Hagerstown MD or Harpers Ferry WV.

The sad thing is the same thing happened under Reagan.  When Bush gave us our piddling little tax cut, I said “Watch all our local taxes go up now.”

I see that they are advertising for a new principal for Stewartstown Elementary.

I know that more then a few people (and staff) are very happy with the appointment of Mrs. Ragland.  I know this will be a change for the good.

We have the highest teacher to student ratio in the county.

This is not true according to information available on the net.  Area elementary schools and Kennard-Dale HS appear to be about average.

My question about the Stewartstown Elem. Principal.

The old principal was out on sabatical and we had a temporary principal.

- Who was paying for his college classes?
- Was he being paid his salary while out on sabatical or a percentage?
- Was the temporary principal being paid the same salary or a percentage of the old rate?
- Now that he is resigning just after completing his education, will the district receive a refund of the education expenses paid since
he obviously will not be using the information learned at his old job.  Most employers have a repayment policy if you leave after 1-2 years after completing classes.

I agree with Jeff.  I know my company has a clause in their tuition reimbursement policy.  If you leave the company within a year of completion, you have to repay the company 100% of the assistance you received.

Must be nice - receive a salary, free education and nothing to owe for it!

Does anyone know for sure if he was taking classes or was he on personal leave.  When he left they sent a letter home with the kids and from reading it I got the impression that it was more of a personal thing.  I could be way off base, but that was my impression.  Not really sure of the policy of payback for classes...guess I need to do so research.
